Most US streetwear founders I work with start with stocked-blank private label for first 1-2 drops (low risk, fast time-to-market), then graduate to full OEM once they've validated their brand voice and want to differentiate on construction. The progression makes financial sense and it's the path I'd recommend. What you should never do: pay anyone 100% upfront on a first-time private label order.
